Description

Bivalve mollusc aquaculture (in this document also referred to as ‘shellfish’ aquaculture or farming) encompasses mainly mussels, oysters, clams and scallops and is a cornerstone of the European Union’s (EU’s) low-carbon food system and a key contributor to a sustainable food system. Despite its environmental benefits and strategic recognition in EU policy, production has stagnated or declined in recent years. This decline results from a complex interplay of environmental, biological, socio-economic and regulatory challenges, many of which are intensifying under climate change. The sector is dominated by small-scale enterprises often using traditional extensive systems and is particularly vulnerable to environmental variability. While consumer demand remains strong the combination of challenges mentioned above holds back growth. Addressing these challenges requires coordinated action by the European Commission, EU Member States, industry, NGOs and other interest groups, prioritised across short-, medium- and long term horizons.
